mike: Add residential + mixed-use building types to build UI

- BuildToolbar now shows all 8 building types (was only 3)
- Added residential_low, residential_medium, mixed_use_residential, residential_high
- Fixed BUILDING_TYPE mapping in api-http.ts (residential types were missing)
- Updated proto with BUILDING_TYPE_MIXED_USE_RESIDENTIAL = 10
- Updated isResidential checks to include mixed_use_residential
- Added mixed-use to buildingVariants, ResidentialPanel, UtilityRows, CONSTRUCTION_TICKS
- Updated BUILDING_ICONS with mixed-use (🏬)
