Features

• plan returns a sweep lane of open work one decision resolves together: an issue with several open closing PRs, a PR whose modified files are all gone from the default branch, and each PR paired with the PR it shares the most rarely edited files with.
• Each sweep group names its next step: verify when every PR is stale, choose for competing PRs, and compare for overlaps. Groups to verify come first.
• The dashboard adds a Sweep view with stale, competing, and shared-file tabs. The cleanup checklist is now its Checklist tab, and checklist items also appear on the matching group cards.

Fixes

• open keeps saved clusters and the cleanup list when a later run brings none: items still in the graph keep their cluster, new items land in Ungrouped, and items that left the graph drop out.
• Saved dashboard models with malformed sweep groups are rejected on import.

• The bundled agent guide adds a sweep workflow that verifies each group on the current release before drafting close comments.
