refactor(eve): unify durable session command routing

Related proposal: #1584.

Introduces the runtime foundation for unified session operations without changing the author-facing API:

• routes follow-up messages and every session control through one durable command inbox
• exposes both a stable session-ID alias and a rekeyable channel-address alias
• preserves direct cancellation, reset release ordering, timeout handling, and committed delivery across aliases
• adds unit, integration, and scenario coverage for the shared inbox and both addressing modes

Validation: pnpm fmt, pnpm lint, pnpm typecheck, pnpm guard:invariants, 148 focused unit tests, 22 workflow integration tests, and 5 affected scenario tests.
