chore: add technical docs guidance to human-writing

Summary

Follow-up to #1644. Extend the existing human-writing skill with guidance for eve's technical documentation.

The landed skill's general editing, drafting, detection, voice-preservation, and AI-pattern guidance remains intact. This adds a technical documentation mode covering audience and page goals, neutral instructional voice, verified behavior, consistent terminology, page structure, links, placeholders, and TypeScript examples. The existing evaluation checklist gains focused checks for those rules.

The skill remains self-contained and continues to support its original non-documentation use cases. This is agent tooling only and does not change the published eve package, documentation, or runtime behavior.

Validation

• git diff --check origin/main...HEAD
• Pre-commit formatter passed for the skill files

Tests and a changeset are not applicable to this Markdown-only agent-tooling change.
