feat(eve): add eve extension init and eve extension build

Summary

• Add eve extension init [target] to scaffold a reusable extension package (ext/extension.ts, peer+dev eve, zod, build/prepare → eve extension build).
• Add eve extension build to compile extension packages declared with package.json#eve.extension.
• Make eve build agent-only: extension packages fail with a clear redirect to eve extension build.
• Remove eve init --extension; agent init stays agent-only.
• Document the command group in the CLI reference, Extensions guide, and package README.

Test plan

• Unit: extension guide/handoff text
• Integration: extension-init create, coding-agent named/bare, existing-project rejection, package-spec override
• Integration: extension-build rejects non-extensions; builds a valid package
• Integration: agent init still green; scaffold extension package scripts point at eve extension build
• pnpm docs:check
• tsc --noEmit for packages/eve

Good call — updated. The extension package.json is now built from a plain object (so exports stays a named field) and reuses the agent scaffold's ROOT_ONLY_PACKAGE_JSON_TEMPLATE_SUFFIX for the non-workspace engines block, instead of duplicating a raw JSON string template.
