Update docs site setup guides

Summary

Refresh the docs site onboarding flow and add dedicated Codex autonomy guidance for agent-oriented Tasq usage.

• QuickStart を release install and local service startup の流れに更新
• Setup Guide を Codex authentication prerequisite, tasq-cli agent guidance, minimal permissions example に整理
• Codex Autonomy Setup と Recover a Blocked Session を Guides に追加
• TOML code block highlighting and inline code highlighting を追加
