Observe 0.12.1-beta-vibe-coded — UVM connection fix

Fixes UVM connections when Observe runs as administrator and Cities: Skylines II runs normally under the same Windows account.

• Checks the named pipe owner against the actual Windows user SID instead of the elevation-dependent token owner group.
• Disables pipe-server impersonation and retains process identity, nonce, lifetime and freshness checks.
• Supports both local and subscribed UVM builds (UVM 0.5 or later). No UVM update or game restart is needed for this fix.

Validation: 28 bridge checks, the packaged release test suites, and a successful exchange with a running local UVM 0.6.0 instance reporting 24 packages. The administrator-specific live check is still pending.

Close running Observe windows before installing this update. Existing plugins and saved evidence are retained.
