Prepare 2.2.0-vic.1 release

Summary

Prepares the first public Maven Central release of the maintained fork as 2.2.0-vic.1.

Changes

• bumps the project version from 2.1.1-vic.1 to 2.2.0-vic.1
• updates Maven coordinates in the README
• updates the Maven Central release confirmation gate
• updates JReleaser project metadata

Validation

• Gradle clean build passes with JDK 11
• Maven Local publication succeeds
• JAR, sources, Javadocs, POM, and module metadata are generated
• the public Maven artifact remains runtime-separated
• no NDI runtime binaries, integrated artifacts, or Android runtime files are present in the public JAR

This PR intentionally contains no implementation or packaging changes.
