views-baseline 1.0.0

First PyPI release of views-baseline — the VIEWS conflict-forecasting baseline
models. Frame-native end to end: FeatureFrame input (ADR-019) and universal PredictionFrame
output (ADR-010) across all seven models; governance reconciled (epic #66). Published via
PyPI Trusted Publishing (OIDC). NOTE: depends on views-pipeline-core >=3.0.0, which is not
yet on PyPI — pip install will not resolve until that dependency is published; views-frames
is already on PyPI.
