Fixes China routing on VilaNet for Merlin (ticket 17830): behind the GFW, sing-box previously downloaded the geoip-cn / geosite-* rule-sets from GitHub at startup, and the blocked fetch left domestic (国内) sites and most proxied services (YouTube, Netflix) broken while only a single warm flow survived.

This release bundles the 7 sing-box rule-sets in the package and serves them locally — no startup download — so routing classification is correct from the first connect. Residual remote rule-sets now fetch through the tunnel via a China-reachable jsdelivr mirror, and the daemon falls back to global routing if a rule-set still cannot load, so the tunnel is never left down.

Recommended for all users, especially in mainland China. All routers should auto-update.
