Concerns about the management of runtime/doc/ft_rust.txt

I am concerned that the same incident may be repeated.

Incidentally, https://github.com/rust-lang/rust.vim hasn't been updated for nearly three and a half years.

And https://github.com/rust-lang/rust.vim/blob/master/doc/rust.txt (which is the source for the maintenance of https://github.com/vim/vim/blob/master/runtime/doc/ft_rust.txt) hasn't been updated for over six years.

I want to take some preventative measures now.
