First public alpha of the privacy-first governed AI workspace template.

Highlights:

  • dependency-free local ledger initialization and pre-commit governance gate
  • public release, security, contribution and support contracts

Verified with 42 local regression tests, release/audit checks, and the GitHub Linux/macOS matrix on Python 3.11-3.14. This is a prerelease; public contracts may still evolve.
