This PR adds datascreeniq-python, the official Python SDK for DataScreenIQ — a real-time data quality firewall for pipelines and APIs.
It provides millisecond PASS / WARN / BLOCK decisions for schema drift, null spikes, type mismatches, and data anomalies.
This fits the Data Validation section alongside other Python validation libraries.
