Fix 5 issues found in structural refactoring review:

  • ECS resource leak: clean up orphaned instance when provisioning fails mid-way
  • BssService cache: include siteType in balance cache key
  • notify_only notification: restore missing traffic warning dispatch
  • Stack trace: preserve original exception on re-throw
  • Duplicate query: cache getGroupTrafficUsed result in state array
