ci: allow manual re-run of ui publish workflow - #2

Adds workflow_dispatch so a GitHub Release asset can be backfilled for tags cut before the GitHub migration (ui/v0.1.0..v0.3.0 all predate publish.yml and have no Release asset yet). Run manually from the Actions tab, picking the target tag under "Use workflow from".
