[Bug] onViewStateChange callback not called when increasing the size of the view

Steps to Reproduce

1. navigate to https://codesandbox.io/p/sandbox/xhgxcx
2. open the console
3. increase the width of the map's panel

Expected Behavior

I expect to see the view state change event logged in the console but there isn't any log
