Rust API migration

This minor release includes Rust source compatibility changes. Input-content structs retain extension fields, InputContent has updated variants, Config gains responses, resource-limit errors are typed, and WebSearchProviderConfig should be built through its constructor and builders. Existing persistent Codex session homes should be regenerated to pick up image capabilities.
