🐛 Describe the bug

When serving google/gemma-4-31b-it with --tool-call-parser gemma4 and --reasoning-parser gemma4 under a tool-calling scenario, the vLLM OpenAI-compatible server completely fails to intercept and parse Gemma 4's native tool-calling sequences (e.g., <|tool_call|>call:...<tool_call|>).

Instead of converting these sequences into standard OpenAI tool_calls JSON payloads, the server passes the raw, unparsed tool-calling text blocks directly to the client as a regular assistant text response. Furthermore, it leaks internal Gemma-4 structural string delimiters like <|" and "|> directly into tool parameter fields (such as command, url, attachments, explanation).
