OTOC redesign

Now that we have a test script to validate against, we have a better sense of how the OTOC heuristic should work. Firstly, it doesn't make much sense to measure the final result in bases besides the computational basis (given the time reversal), so drop the measurement basis sting argument and multiple axes of Hamming weight distribution. Secondly, through trial-and-error, the Hamming weight distribution code benefits from a modification, and the spatial-locality bias works better when the minimum weight is adjusted to 1.0, with just small perturbations relative to this baseline. (This is a heuristic art, rather than an exact science, in this case.)
