First release of the community-maintained fork.

• Packaging modernized: PEP 621 pyproject.toml + setuptools-scm (versioneer removed)
• Distribution renamed to toshiba-ac-community on PyPI; the Python import name is unchanged (toshiba_ac)
• Transient Toshiba WAF 403 rate-limit responses no longer spam WARNING/ERROR logs (now INFO/WARNING; they are retried internally and AMQP push keeps state fresh)

Library logic is identical to upstream toshiba-ac 0.3.13.
