cloud-init fails to start after updating to latest version

cloud-init was running quite happily from the ISO. Once it was updated to the latest version in the repo it fails to start

We pulled the cloud-init update and we are working on fixing this issue.

Hi Neil,

Was this in a Jenkins build and if so which one? I'm looking for the logs. Photon team (Anish S) is asking for the cloud-init package version. It looks like 0.7.6-12.ph1 based on the base-ova builds from November 18th.
