control-service: add component readme and contributing.md - #109

We need control-service specific readme file for that component so users can get idea of what it is as they are browsing the project. Also moved the control-service/projects/README to CONTRIBUTING.md as really it's mainly details on how to build, setup IDE , etc - which is contributing documentation.
