Highlights

• Publishes the completed Codex-only healer perturbation benchmark: all 30 frozen revision 12 cells completed and the preregistered decision is REJECT.
• Records 9 mechanical repairs, 2 honest no-fix outcomes, and 4 weakening repairs for the official arm; 9, 3, and 3 respectively for the proposed arm. Both arms weakened all three impossible-repair cases.
• Preserves every protocol revision, smoke run, authorization, result, and attempt artifact; pre-squash history remains available at healer-perturbation-v1-history.
• Refreshes benchmark status, CHANGELOG, all four README language editions, and the dated GitHub-star snapshot.
• Raises only the archive-heavy shell enumeration timeout from 180 to 300 seconds. The frozen healer digest contract now ignores release-only skill version metadata while continuing to reject behavior or fixture drift, including in shallow clones and source archives.
• Bumps all four skills and all three plugin manifests to 1.16.3. Skill behavior is unchanged.
