`vp run` is not interactive if called without additional parameters

Description

vp run is not interactive, whereas the vp command itself is. Tried both npm and pnpm as a package manager.

The output shows that vite-plus is not locally installed, and vp run delegates to pnpm run.

@fengmk2 Is it an expected behavior? (It seems so according to

vite-plus/crates/vite_global_cli/src/commands/run_or_delegate.rs

@branchseer I missed that. The previous logic was to run pm run when the current project didn't have a dependency on vite-plus.
Now that Global CLI already has a dependency on vite-plus, we can remove the previous fallback logic.
Let me modify it.
