Should `vp dev` fail in monorepo root?

Describe the bug

1. Create monorepo repo via vp create
2. go into root
3. run vp dev

Expected: Wouldn't work (would be vp dev apps/website)
Actual: Starts dev server but fails when opening the page.

vp dev is the current default logic of the vite dev server, and we have not made any modifications.

vp run dev and vp dev apps/website work fine, but vp dev is hitting a 404.

No, it should not fail, it should list all the projects where you can start a Vite dev server in, and run it there, interactively just like vp run.

Just wasted an hour trying to figure out what in the heck was wrong with the oxc website repo :') #1105

I'm not 100% sure if this is the problem, or if it's a problem caused by vitepress usage in the oxc website repo?

At the very least this should hard-error if there's nothing being hosted. Right now it looks like it's working and there's no indication whatsoever as to what possible problem may exist.

The instructions at https://voidzero.dev/posts/announcing-vite-plus-alpha suggest that vp create, vp install, and vp dev should work, and don't caveat that a monorepo would cause problems with that flow.

We don't know what the solution is yet but we should do something to mitigate the confusion.
