Pannonico 0.3.0

Pannonico 0.3.0 gives Pannonico Free the same bounded native page scheduler
and --jobs control as Pro. Both editions default to the smaller of sixteen
workers and the host's logical CPU count. Native staged-file publication uses
the same bounded worker policy in both editions, while both WASI products
remain serial.

The native build pipeline also avoids unnecessary allocation and filesystem
work in quiet progress, rendering ownership, source validation, directive-free
HTML processing, and staged-output verification. Output identity and atomic
publication behavior remain unchanged.

Pannonico Free command-line executables are available for macOS, Linux, and
Windows on x64 and ARM64, with a portable WASI module in the same Release.
These binaries are Release assets and are not committed to the repository.

Pannonico Free is available under either the PolyForm Noncommercial License
1.0.0 or the PolyForm Small Business License 1.0.0, at your option. Read the
chooser and exact official terms before use:
