Republish a Working Draft

Once we have

• Rework the copy indices mechanism #252

merged, we should publish a new working draft because the changes since 9 July 2024 are getting large.

Then we can request TAG review, as we have a new Explainer and the rest of horizontal review is done.

Sounds good to me. There's a bit of active discussion on that PR still, but hopefully can get that merged soon.
