ci: publish the decoder over OIDC with provenance - #2

The trusted publisher is registered for @w3tech.io/torpc-decoder and the static token has been deleted from the environment, so the token path no longer authenticates. Provenance is on: the manifest's repository names this repository, which is public and is where the publish runs, which is what npm requires.
