Add local & remote socket info for a IRC network connection

This pull request implements the following:

• Update schema of Network to add fields: lhost, lport, rhost and rport
• Add related alembic migrations
• integrate updating Network records on IRC connection made/lost
• save local and remote socket info for each IRC network connection.

This feature will prove useful when implementing the identd server.
