Initial work on server side Flux for NetworkStore to trigger connecting and disconnection from IRC networks.
when bot creation is triggered by NetworkStore update.
Rather, we trigger it when we have items in the queue. This is done to avoid keeping tasks pending when closing the event loop.

Implement server side flux in
ircb. Let changes inNetworkStoretrigger connecting, disconnectionIRCbot. This will enable us to control an IRC bot from CLI/web console, etc.
