In add-to-app projects like this one https://github.com/flutter/samples/tree/main/add_to_app/multiple_flutters

first run flutter pub get in multiple_flutters_module it will generate .android directory

after gradle sync there will be no flutter.sdk in main Android(multiple_flutters_android) project local.properties file, but in multiple_flutters_module/.android/local.properties

currently the plugin will just look at local.properties file in main android project.
