Overview
This PR adds the 2026.08.13 weekly changelog entry with improvements, bug fixes, and Oz updates. I found one terminology issue that conflicts with the docs style guide and one de-duplication concern in the new release notes.

- The changelog uses the avoided phrase "Oz agent" instead of the preferred generic agent or Warp Agent terminology.

💡 [SUGGESTION] This repeats several entries already listed under Bug fixes (#14943, #14829, #14830, #14600, #14747, #14737, #14636); keep each release note in one section so readers do not scan the same change twice.
