Overview
This PR adds the 2026.09.02 changelog entry and refreshes license and telemetry documentation. No implementation spec context applies, no tests are changed, and the docs-only security pass did not find unsafe links or exposed secrets.
Concerns
- The privacy telemetry refresh lowercases or renames canonical user-facing terms that the docs style guide preserves, including denylist, cloud agent, Agent Mode, Codebase Context, and Command Palette.
- The telemetry table introduces keyboard shortcut formatting that conflicts with the repo's shortcut rules.
- The license page changes a sentence-case heading to title case.
