New features

Non-standard callsigns: Support is now enabled in Mini-FT8. This capability was added to ft8_lib last August; now Mini-FT8 is using it—please help test.
User manual: Mini-FT8 User Manual is now published (finally).
Cursor Position: A tiny 5×3 blue dot shows the cursor position in the countdown bar (can be turned off).

Bug fixes
pc_terminal.py now works properly.
SNR reporting is more accurate.
Fixed SkipTx having no effect.
