Rust Rules v0.5.0

Added

  • Standalone //tools/rust_toolchain:toolchain package providing public hermetic toolchain targets (rustc, llvm-profdata, llvm-cov).
  • Configured .plzconfig to use //tools/rust_toolchain:toolchain by default.

Changed

  • Refactored test/rust/toolchain/BUILD to reference the shared toolchain package instead of instantiating an inline toolchain.
  • Scoped CI build step to include //tools/rust_toolchain/....
