https://drafts.csswg.org/cssom-view/#document-run-the-scroll-steps does seem to have a lot of logic around scrollend events?

Is there an issue open against the CSS WG that supports this?

Yeah, there is a lot about scrollend events, but the overscroll event component of the draft was never merged from https://wicg.github.io/overscroll-scrollend-events/

I see. It also doesn't make sense these tests are in dom/events, but that's a separate issue.
