🚀 feat(env): Auto create Environment by network event

🔖 Feature description

This feature will allow to auto create environments by create Environment event inside of Overlock Network.

🎤 Context

For start connection of Overlock App to Overlock Network, most of important part is environments where Providers, Configurations and Functions will be installed.

✌️ Possible Implementation

1. Create new root command "network".
2. Create sub-command "network subscribe" where subscribe to "create-environment" event and using name of environment from event data for create environment.
3. Use command argument for create environments just from special creators, or from all if is not provided.
