docs: correct Firefox upload_file parity in tool matrix and TODOs - #2609

Firefox already ships upload_file (downloadId + sidepanel picker). Update the agent-tools matrix, Claude comparison docs (en/fr/zh), and TODOs so they no longer claim the tool is Chrome-only or missing on Firefox.
