weft 0.7.0

Added

  • weft.ReplayPolicy — a tool's side-effect class for re-runs
(WEFT-PLAYGROUND.md §6 rule 3): ReplayNever (the zero value, and
what an unannotated tool counts as — its calls are substituted with
the recorded result or parked, never silently re-fired) and
ReplaySafe (idempotent, side-effect free — a re-run may execute it
for real). Set with weft.Replay(weft.ReplaySafe) beside the tool's
other options; read back with ToolDef.ReplayPolicy(). The manifest
records replay_policy: "safe" — never is the default and renders
exactly as before, so no committed weft.json churns. This is the root
change step 8b needed: the runtime link's register payload now
reports each tool's real class instead of the honest-all-never
    placeholder of step 8a.

Lanes A2, B1, B2, C1 and C2 of the observability-data programme (ADR
0024), merged to main: the two new modules from A2 (the observability
database and the pipeline), B1's Studio rewrite on obsdb with the
store module deleted, B2's ClickHouse backend, C1's devtools panel,
and C2's weft/runtime module with the playground API. All of it
dates at the step 8 release.
