Report Breakdance license as "à vérifier" when deactivated, not absent

Deactivating a Breakdance license deletes breakdance_license_key_validity_info
entirely rather than updating it, so the previous code silently omitted
the 'breakdance' key from the licenses payload — indistinguishable from
Breakdance not being installed at all. Now checks plugin activation
directly and always includes an entry when Breakdance is active,
flagging missing/unparseable license data as status "a_verifier"
instead of disappearing. Bump to 3.1.1.
