Fixes API key setup guidance.

When an API key is missing, the chat, API error, and WeShop Skills now direct users to click Configure API Key in the WeShop canvas top bar, or set WESHOP_API_KEY before starting Harness. The obsolete Settings → Plugins route is no longer shown.

修复 API Key 配置引导。

缺少 API Key 时，对话、API 错误和 WeShop Skills 现在都会引导用户在 WeShop 画布顶部点击 配置 API Key，或在启动 Harness 前设置 WESHOP_API_KEY；不再展示不可用的 Settings → Plugins 路径。
