Trivia sweep: accumulated reviewer nits from the 2026-06 remediation campaign

Problem

A batch of cosmetic/doc items recorded by reviewers across the campaign, none worth an individual PR, all worth one sweep (coverage audit 2026-06-10):

• vendor/wheels/model/validations.cfc:946 — $evaluateLogicalExpression missing LCase: throws on uppercase EQ/LT operator tokens in development.
• fix(dispatch): block /wheels/* dev UI unless environment is development #2903's three stale references: Public.cfc:47 docblock, InvokeMethodSpec.cfc:46 comment, debug-panel.mdx guide example (all still describe the old denylist gate).
