JevT++ v0.1.0

Initial experimental release of the strongly typed C++20 decision core. Includes typed schemas and exhaustive match, explicit abstention and errors, pluggable backends, automatic p50/p95/p99 diagnostics, JSON and Prometheus exports, an optional loopback HTTP dashboard, acceptance tests, concurrent tests, benchmarks, CMake installation, Conan and vcpkg manifests. The production ONNX adapter is not included in this release.
