Add reporting to Wire channel/groups capabilities using charon.

Solutions

• Use the allure output to provide a summary of the workflow run into Wire groups.
• Use charon/gh action bot, to post back to Wire.

How to test

• Added a small dummy action to test the infrastructure
• We need to test and check if the reports are fine while running critical flows
