Release 1.0.0

This release upgrades the plugin to work with payload cms v3. We're leveraging payload v3's native jobs queue to manage queuing and scheduling documents for publish, replacing the old bespoke system. Since "schedule publish" is now a builtin payload feature, this plugin's role is reduced to providing a simpler workflow and small UI upgrades for the default workflow.
