LLVM prebuilt (22.1.8)

Pre-release
Prebuilt LLVM 22.1.8 libraries for bronze's backend, so CI, nightly,
and contributors don't build LLVM from source. LLVM-only (no clang/lld),
Release, targets X86+AArch64, no zlib/zstd/libxml2 — the static libs link
with no extra system libraries. Extract and point LLVM_DIR at
llvm/lib/cmake/llvm.
