Scope
This source-only child of PR #627 records exact upper bounds for the remaining legacy transport-boundary authorities. New files or additional occurrences of the AMR BCRec fill authority, polar wall branch, polar ghost filler, or transport_bc vocabulary now fail the architecture test. Deletions pass without widening the ledger.

This does not claim ADC-749 closure. Characteristic no-inflow, post-Riemann physical-face flux transformation, 3D/metric/EB execution, and deletion of the inventoried native branches still require C++ ABI and kernel work.
