In response to #102, pulling in recommendations and applying to all relevant packages with commercial recipes.
Also adding commercial recipe for wolfProvider.
Fixing directory links to fix do_unpack functions.
Also updating all commercial/fips/fips-ready recipes to support the use of a variable that is set in
