The INVENTREE_DOWNLOAD_FROM_URL was removed from inventree core. However for bulk importing, e.g. with images and attachments this is a necesarry function, so the setting check was just removed. Keep in mind that this can provide some attack surface when having untrusted users that can use this plugin.
