Dashboard: Fine Tune Ghost UI's Behavior

Expected behavior

1. If first update: show skeleton, fill content once ready
2. If second+ update: don’t show loading skeleton, just update the content once the update comes in

Actual behavior

As of now, the Ghost UI is rendered everytime the Dashboard is refreshed.
